- Alberto Mora, former General Counsel of the Navy and Senior Fellow at the Harvard Kennedy School of Government’s Carr Center for Human Rights Policy
- Juan Mendez, former United Nations Special Rapporteur on Torture and Faculty Director of the Anti-Torture Initiative at the American University- Washington College of Law
- Lieutenant Colonel Sterling Thomas, active United States Air Force and counsel to two Guantanamo detainees.

This commission is groundbreaking. North Carolina citizens have researched and taken action against NC-based Aero Contractors’ CIA torture flights around the world since they learned about them more than a decade ago.
